Javier said with a smile: "Then I'll say thank you on everyone's behalf. I'm off."
The Anti-Gang Unit is a special team. In addition to regular agents, there are quite a number of surveillance teams scattered across New York. Some of these teams are led by field agents, while others consist purely of intelligence and technical personnel, which is due to the complexities and vast number of gang members they face.
Jimmy once spent some time under Ruiz's command. Although it wasn't for long, he saw plenty of gang organization files. However, the files he saw then were different from what he handles now as a team leader, requiring more time.

In Ruiz's office, "Jimmy, how's it going?"
Jimmy sat across from Ruiz, and shook his head slightly: "It's a mess. So many big families and small gangs, really wondering how you handled them before."
Ruiz laughed and said: "It's unrealistic to completely eradicate them. Once a gang falls, many others rise up, fighting among themselves. Ordinary people can easily get involved, so you'll face significant pressure; the Anti-Gang Unit is tough to manage."
Jimmy sighed: "I understand. There's light and dark in this world. They just need rules."
Ruiz: "Exactly, but too many people are not bright."
Jimmy: "Let's not talk about this. I came to ask for a favor. Can Mark from the Homicide Team be transferred to me?"
Ruiz: "What about Ray?"
Jimmy: "I asked him; he has no objections."
Ruiz nodded: "Alright, I'll arrange it."
Jimmy stood up, "Okay, I'm heading back. There's so much information, it's dizzying."
After Jimmy left the office, Ruiz picked up the phone and called Ray. Transferring staff isn't just casually saying a word; communication is necessary. But could this be Jimmy proactively transferring someone for the first time? Perhaps he's starting to build confidants. It's good news; with confidants, there's another link binding one to the FBI wagon.
Jimmy was previously known for working alone and being unconventional. So when he showed signs of possibly leaving the FBI, neither Dave nor Ruiz doubted he would do such a thing, as someone without attachments naturally pays little heed to their job position.
Now, with confidants, even if Jimmy considers leaving, he has to think about whether his people will face issues, adding an invisible layer of ties, complicating matters significantly.
Ray didn't prevent Mark from leaving, but of course, asked Ruiz for another newcomer to fill the spot. Many graduates from Quantico are assigned to the New York office annually, so training a new recruit isn't too difficult. Just not every recruit turns out well; it takes time.
Mark hasn't been with Jimmy for long, but they've experienced a lot, and Jimmy has saved him multiple times. So trying to make Mark Ray's man is tough; no need to block him from Jimmy.
After Mark reported in, Jimmy handed him to Javier to get familiar with the data, while Jimmy began planning his first significant operation after taking office.
The MS13 gang is a real headache. They're completely scattered, unlike the Mafia families with solid structures. In New York, numerous small groups claim to be MS13, and these Central American folks are overly savage. Many gang conflicts are instigated by them, but the scenes are usually cleaned up, making it hard to prosecute without evidence.
The files Jimmy received contain many suspect cases linked to them, including numerous death threats to officials. The FBI has tried multiple times to seize their lair, but surveillance mostly captures minor leaders' spots, difficult to trace back to the main leaders.
This flat, decentralized gang is genuinely difficult to eliminate completely, but not taking action isn't an option. Their form of brutal violence, armed robbery, murder, and sexual assault makes them a prioritized target, with abundant data available.
Two surveillance team positions were adjusted, and a Brooklyn underground casino was designated as a key surveillance target. Jimmy, along with Mark and Javier, arrived near the site, contacted the surveillance team to confirm the identities of those inside and entering.
Finally, their target appeared, the head of this spot, Ceren Alvarez. Ceren, with two underlings, left the underground casino, glanced around the street, got into a car, and drove off. Jimmy then directed another surveillance team to follow them, to discover their destination.
Gathering evidence through surveillance isn't easy. After tailing Ceren for three days, finally one night, they noted he left his base with several people in three cars.
When Jimmy got the call, he was resting at home. Learning they seemed to be up to something, he immediately alerted Mark and headed to the surveillance team's location.
Usually, the surveillance teams conduct standard surveillance, focusing mostly on target locations. They don't follow comprehensively unless explicitly targeting MS13, which is why Jimmy initiated 24-hour tracking surveillance this time; otherwise, the teams wouldn't withstand it.
Gangs seldom act collectively unless for major operations or significant actions, typically one to two, or three people. This time, deploying three cars indicates a major move, which is the chance Jimmy's been waiting for.
Near a small pier in Sheepshead Bay, three cars parked by the roadside, and no one exited. The surveillance car parked far away, without approaching.
Jimmy arrived at the surveillance team's car, knocked, got in, and asked: "Any movement?"
"No, no one has exited the cars."
Jimmy checked the surveillance footage; the rooftop camera adjusted its focus. Though unclear, the silhouettes of three cars were discernible. They're definitely not out here enjoying the sea breeze late at night; something's amiss. If they could catch them in action...
He took out his phone and called the office. Although the nighttime staff is limited, it's not a problem. He called a few agents for support, telling the surveillance team: "I'll take a look; don't disturb them when others arrive, but wait for my signal."
Jimmy drove past the three cars, took a glance; three cars and eight people, but nothing unusual was evident.
The supporting agents arrived quickly. As they waited, suddenly, the cars ahead started, their headlights off, rushing toward the pier. Jimmy raised his radio: "Attention all units, approach covertly, they've begun their action."
Before Jimmy and the team surrounded them, the pier exploded with dense gunfire. Judging by the sound, mostly pistols; very few rifles.
Waiting for the gunfire to diminish, Jimmy and the team approached. Several individuals were bending down, moving bodies on the ground and clearing the site.
"FBI, freeze!"
Jimmy and the agents shouted warnings, illuminating the pier with flashlights, exposing the individuals. They immediately dropped what they were holding and the bodies, scattered, and fired warning shots, preventing the agents from closing in. "Bang, bang."
Given the situation, the agents had no intention of advancing to arrest, but began firing at their positions.
Jimmy didn't initially fire. Such large-scale operations aren't entirely solvable by one person, but as a precaution, while the agents emptied their magazines and reloaded, he fired. The three individuals still hiding couldn't withstand Jimmy's Heart Eye Vision targeting; just a few shots dropped them all, but not hitting their heads, merely ensuring they couldn't retaliate.
